Two things here:

1. No, a dual-core processor does not "count" as 2x the clock speed. If you disable one of the cores on a dual-core processor, the chips will still run at the same clockspeed, and will perform about the same on single-threaded applications, like most games.

2. Most processors these days are dual-core, and they are more efficient and faster than older single-core chips, even though they have a lower clockspeed. Your probably requires a 3 GHz Pentium 4, and you have a newer and faster processor than that.

No, a harp is not a guitar. It's more like the inside of a piano played at a right angle. In history it bear a resemblance to the lyre. The guitar and harp are even played differently, harp is played by plucking the strings while a guitar is strummed and fretted.

Can a 1.6 ghz dual core processor run a game that reqires 2ghz single core processor?

Yes it can. I've done it plenty of times (my computer uses a 1.8GHz dual-core). I've played UT2004 and Need for Speed Most Wanted fine on it. Mind you, if your computer has a 1.6GHz processor, increase the RAM to the maximum supported, it really helps.
