Each sound card can be different, but usally it can be the blue port on the soundcard. If you dont have a blue port try to idenity the "line in" if you are using any TV turner software you will have to configure the software to get the sound from "line in" in the configuration. The blue port is most likely used for a microphone line-in.

The most likely reason is that there is no telnet daemon running on the computer. Other reasons may be that you are connecting on the wrong port, or your client is on the hosts.deny list.
