The Irish mobile number will begin with 08. Drop the leading 0 and replace it with +353. If your phone allows you to enter numbers in international format, it's easier that way; if not, use 00 353, but still drop the leading 0 from the Irish national number.
You would ring it in the normal way, as if it was still in Ireland. You can add 00 353 at the start and then drop the first 0 before the 8 and then the rest of the number as normal.
