President Obama promised when he was running as a candidate in 2008 that he would make an effort to end the war in Iraq and bring the troops home; in 2009, after he took office, he implemented a phased reduction in forces, gradually withdrawing more than 100,000 troops. By late December 2011, nearly all of the troops (another 40,000) had in fact returned home.

Barack Obama, as Commander-in-Chief, withdrew all American forces from Iraq in December of 2011.
Iraq.
No, he did not. President Obama had promised to withdraw troops and end the Iraq War; but he was also willing to leave a residual force in Iraq. Unfortunately, the new leader of Iraq at that time, Nouri Al Maliki, did not want American troops there, and no agreement was reached to keep them there. Therefore, no residual force was left in Iraq in 2011 when US troops came home.
The gulf not golf war was the war that occurred in Kuwait (a small country below Iraq) between Iraq forces and American forces. Saddam Hussein at the time invaded Kuwait for it's oil supplies, and America came in fought against him. In the end America and Kuwait forces managed to win and Iraq retreated.
Because the war is over.
Iraq invaded and occupied Kuwait in 1990, during the collapse of the Soviet Union (which guaranteed the cold war giant USSR would not interfere with US military forces). US/Coalition forces built up forces during Operation Desert SHIELD in the Southwest Asia region (Saudi Arabia and surrounding areas). Iraq was given an ultimatum to remove itself from Kuwait. A time table was given (time for them to leave or be forced to leave). Iraq ignored the time table. US/Coalition forces moved to eject Iraq from Kuwait on about 15 Jan 1991, the commencement of Operation Desert STORM. By the following month, Feb, Iraq was removed; mission complete.
American forces left 1974.
Moving forward with a responsible drawdown of our combat forces, transferring security to Iraq's forces. And then move to Afghanistan.

The US had a Status of Forces Agreement with Iraq until December 2011. At that time, the agreement expired and has not been renewed.
This question strikes me as somewhat misinformed. Since it was Saddam Hussein's country which was invaded, I don't think he had a purpose in the invasion. The invasion was undertaken by American forces against Iraq, and Saddam fled.
