The Civil Rights Act of 1964, signed into law by President Lyndon Baines Johnson, provided that employers could no longer pay employees different amounts based on race. Presumably this ended pay differences in the White House, as well as elsewhere, though it is possible that the specific job of butlering in the White House began equal pay policies previous to the Act. The Civil Rights Act was amended in 1991 to prevent harassment at work, but none of the 1991 changes pertained to Federal wage differences.
