How did Teodoro Picado help cause the Costa Rican Civil War in 1948?

Teodoro Picado did not cause or help cause the civil war of 1948 in Costa Rica. The real cause of the Civil War were the compromises into which Mr. Jose Figueres entered with persons who were not Costa Ricans but to which he offered Costa Rica as a base to topple their enemies if he, Figueres could topple the Government. This group came to be known as "The Caribbean Legion". Mr. Figueres created the pretext of fraudulent elections in 1948 in order to start the Civil War of 1948 When Picado finished his term on 8 May 1948, Mr. Figueres became the de facto President of Costa Rica, denying the election (???) of Mr. Ulate. Costa Rican scholars of the whole conflict have decided after an examination of the voting process the Mr. Calderon won the election.

Does Costa Rica have an army?

No, they do not. Historically, Costa Rica has generally enjoyed greater peace and more consistent political stability compared with many of its fellow Latin American nations. In 1948, Figueres led an armed uprising in the wake of a disputed presidential election. With more than 2,000 dead, the resulting 44-day civil war was the bloodiest event in Costa Rican history during the twentieth-century. Afterwards, the new, victorious government, led by the opposition, abolished the military and oversaw the drafting of a new constitution by a democratically-elected assembly. Having enacted these reforms, the regime finally relinquished its power in November 8th, 1949 to the new democratic government. Since then, Costa Rica has held 12 presidential elections, the latest being in 2006. All of them have been widely regarded by the international community as peaceful, transparent, and relatively smooth transitions. Instead of spending money in the army, Costa Rica invests in education and nature conservation
