If I remember correctly, Japan simultaneously attacked UK targets along with the Pearl Harbor attacks and the various other ones that occurred around the Pacific such as Wake. The actual declaration from London, I am not quite sure but I would say within a day.
Japan attacked China long before the rest of the world got involved in World War 2, beginning by taking control of Manchuria in 1931-33. Then in 1937 they moved against the entire country.
