Germany declared war on the U.S. on 11 December 1941 (yes, that way round). As is usual in such circumstances both countries recalled their embassy staff. It's a common fallacy to assume that a declaration of war has to be reciprocated. In other words, the U.S. had no need in international law to declare war on Germany.
The US never declared war on Germany. Germany's ally, Japan, attacked the US on December 7, 1941. On December 8, US president Roosevelt asked Congress for a declaration of war against Japan, and Japan only, which Congress did. The Japanese had not told the Germans of their plan to attack the US, and Germany was not obligated to get into the war with the US under the terms of its alliance with Japan. Germany would have been obligated only if the US had attacked Japan, but not since Japan attacked the US. Nevertheless, on December 11, Germany declared war on the US, followed shortly by Italy.
