I think it was when Hitler was killing the Jewish people by putting them in gas rooms that could very well be the answer but might not.

Second Answer: Germans first used chemicals in warfare in World War 1 when they developed mustard gas and tear gas. The mustard gas was the equivalent of mixing bleach and amonia together. They continued the use of chemical warfare in World War 2 on the Jews and people they considered undesireable.
