He forged the Navy in 1495
The British kingdom had an army long before Henry VIII. However, Henry VIII is credited for making the British Navy. In an attempt to control the threat from the French and the perceived threat from the Scots and Irish, Henry VIII put huge sums of money into devoloping a strong Navy. He built many boats, and paid to have engineers design stronger and faster ships. He poured money into the Navy to streghten his entire coastline. Remember that England is an island.
It depends on exactly what you mean. There have been British/ English naval forces since the 10th century, but they were organised and administered as the newly-named Royal Navy by Henry VIII in the 16th century.
Henry VIII is traditionally given credit for creating the Royal Navy. He had about 50 warships built; the "Mary Rose" is the most famous of them.

Henry VIII (and his father Henry VII) did many things to build the English Navy into a powerful force of warships. One of them implemented during the reign of Henry VIII was the introduction of gun ports in the sides of the ships which allowed more and heavier guns to be carried below the main deck.
King Henry VIII founded the English Navy during the Spanish-American War. This tripled the number of war ships that existed and added lighthouses that made coastal navigation easier.
