Jefferson feared that Napoleon (the new leader of France after their revolution) would try to start an empire in Louisiana and take over the United States and also the rest of the world. Another reason is Napoleon had planned to close the port of New Orleans to American shipping. Spain secretly made a bribe with Napoleon to take Louisiana territory if France would leave the Spainiards alone and not attack them and take over their territory. Napolean made the deal, but did NOT plan to keep his end of it.

Between 1660 and 1760, numerous French expeditions explored the Mississippi valley, from the Great Lakes to the Gulf of Mexico. They founded many settlements in the territory, and claimed an enormous slice of North America (far more than they had actually settled), which they named Louisiana in honor of Louis XIV. After the French gave up possession of Louisiana to the Spanish, they reacquired the territory secretly in 1800 in the Third Treaty of San Ildefonso.

The Louisiana Purchase consisted of the land owned by France on the North American continent. It bordered on the United States, which, at the time, stretched only to the Mississippi River, plus what today is Michigan. At the time, it was referred to as the Northwest Territory. The Purchase territory stretched from New Orleans, up to what is now Washington and Oregon. Napoleon also understood that the US would not wish to have the British control the valuable city of New Orleans. A deal was struck for $10 million. Congress approved it.
