Having read through the Gospels a number of times, I always had assumed that was a regular part of Jesus modeling of ministry. Recently, I deliberately sought to read The Bible from an untainted religious mindset to see what it actually says. I can't find a place where Jesus leads an invitation/altar call. He responded to the spoken request and need that others brought to him: Nicodemus-How can I be born again?/ Samaritan woman- How can you give me this living water?/ Rich Ruler- What must I do to attain eternal life?/ Thief on the cross- Will you remember me when you enter your Kingdom? This is very different from the seeming manipulative sales ploy that seems to give people a false sense of security in salvation in most religious services.

Answer:

Jesus didn't broadcast God's Plan for the Salvation of Mankind like some modern preachers do today - He lived and died for it. The Plan is and can be fully known via His 7 Annual Feast Days. Jesus spoke in parables but did seek out some after healing them or here in Luke 19. What was required was our Passover Lamb that invites all mankind anew:

Luke 19:9-10New King James Version (NKJV)

9 And Jesus said to him, "Today salvation has come to this house, because he also is a son of Abraham; 10 for the Son of Man has come to seek and to save that which was lost."

Luke 12 and 14 have other examples to name a few. Christ came to be our Passover - all mankind. Salvation has come by Him (see Romans 11:11 for Gentile mentioning):

Revelation 12:10New King James Version (NKJV)

10 Then I heard a loud voice saying in heaven, "Now salvation, and strength, and the kingdom of our God, and the power of His Christ have come, for the accuser of our brethren, who accused them before our God day and night, has been cast down.

Doe an invitation to negotiation always constitute a valid offer?

No. An invitation to negotiate (or invitation to bargain) is actually inviting others to make an offer of their own. This is an important distinction, because an offer can be accepted, creating a binding contract.
