A breeder reactor is generally defined as a power generating reactor that breeds at least sufficient plutonium to replace the U235/Pu which it has consumed. To the best of my knowledge, North Korea does not have such a reactor.

South Korea- although the North now possesses missile technology sufficient to reach Japan and the North Western USA, South Korea is it's main target. They would start a war with South Korea first because they have been at each other for many years. If it would be a world war, then I don't know.
