The Reform Party became the Canadian Alliance party in attempt to represent more people across Canada than just the West. In 2003 the Canadian Alliance and Progressive Conservatives merged to become the Conservative Party led by Harper.
The Conservative Party of Canada, as it presently exists (i.e., out of a merger of the Canadian Alliance and the Reform Party of Canada), has formed the Government of Canada since Febraury 6, 2006. As the party was created on December 7, 2003, it has only formed Government once (although that Government has now spanned three Parliaments).
Stephen Harper first represented an Ontario constituency as a Member of Parliament for the Reform Party of Canada in 1993.
