They are different and seldom have any connection to each other. ancient Rome was already a political empire under the republican form of government. It had acquired large amounts of territory (the empire) and ruled it by means of the republican form of government. When the republic collapsed, the government became a principate, ruled by one man. This principate, is often called "the empire" by the uninformed.

∙ 10y agoThe Republic fell under the weight of Imperialism. It had become dysfunctional with the growth of the empire. The central government lost control over the provinces whose governors acted quite independently from Rome. The professionalisation of the army had made the soldiers loyal to the commanders of their legions who could use them to obtain what they wanted through the threat of violence or violence. Tax collection in the provinces was carried out by private collectors who 'farmed' the taxes to line their pockets. Corruption was rampant. There was mass poverty. The senators were seen as being concerned with the interests of the aristocracy, rather than those of the poor and were unpopular among the middle and lower classes.
Julius Caesar used the veterans of his Gallic Wars and his popularity among the middle and lower classes to start a civil war against the forces of the senate and concentrate power in his hands. After Caesar's assassination, the civil wars continued. Augustus won the final war. He used his control of the army to concentrate power become an absolute ruler. He was the first emperor. He created a strong central government.

∙ 13y agoIt didn't. Rome was already an empire during the republic. It had vast territories or provinces that were ruled by Roman law. This made it an empire under the republican form of government. When the republic fell, the government became the principate. The empire continued under the principate. Octavian/Augustus was the man who made the transition of government.
