They can! The design of the parachute puts the falling mass a long way below the shroud (on the strings) this makes the parachute very stable - it is hard to get that mass to go up to a position above the shroud. However a strong wind shear or a acrobatic maneuver can cause this to happen and if it does the canopy may collapse and tangle.
