Assuming it represents our future (vs an alternate history Earth), we're talking at least the year 2100, since the Hunger Games are being held for the 75th time, and early on in the book, it suggests war/cataclysm and a period of rebuilding.
It never says the true thing that destroyed the North American countries (The United States and Canada), but it was surely something unbearable.

If you mean movie, then yes. They are making a Hunger Games movie and it is scheduled to premiere March 23, 2011. The Hunger Games do not actually happen, it is just a book. It is possible though, that something like the Hunger Games could take place in the far away future.
