After the great lighthouse keeper revolt of '08. You see, after the foghorn tax was imposed, all the lighthouse keepers went on strike, and the US sent their military (which was taking a very long coffee break) in to exterminate all of them. Now the military is entirely devoted to lighthouses, which is why it's so big.
