The 26 counties (out of a total of 32 on the island of Ireland) obtained independence in December 1921 after a War of Independence and a treaty which was ratified by The British parliament and the break away parliament of Ireland The Dail. The new nation was first called The Irish Free State. In 1937 the name was changed to Ireland and in 1948 it became a Republic.
Because it was the first time since Irish independence in 1922 that a British King or Queen had visited Ireland.

The United Kingdom of Great Britain and Northern Ireland, as it is now called, has never been dependent in the first place.
To first give a bit of background: In 1801 what was called the United Kingdom was formed. It consisted of England, Scotland, Wales and Ireland. Ireland wanted independence and in 1921 a treaty was signed, where 26 of Ireland's 32 counties became independent and are now known as the Republic of Ireland. The other 6 counties formed Northern Ireland, which is still part of the United Kingdom. So some would say not all of Ireland is free. It is also true to say that as England is only one part of the United Kingdom, so it doesn't own the other 3 parts.
The USSR. Lenin had actually borrowed some money from Collins's National Loan. He gave some of the Russian crown jewels as collateral and agreed to recognise Ireland as an independent republic.
