Yes you can ship alcohol to Washington state. You must obtain authorization from Washington's liquor agency in order to do so.
The 18th amendment (the Volstead Act), entered America into the time called the Prohibition Era. This was January 16, 1920. The 18th amendment was ratified on December 5, 1933, when it became legal to buy and sell alcohol unless prohibited by a state law.
The 21st Amendment to the U.S. Constitution repealed alcohol prohibition; there is no federal amendment that restricts purchase or consumption of alcohol to "adults". That is generally regulated by state law.
State-wide alcohol prohibition was finally repealed in Mississippi in the 1960s (about a third of a century after the repeal of National Prohibition) because many residents came to believe that prohibition was a failure and caused serious problems. However, local option continues to exist in the state.
National Prohibition began in 1920, although many states already had imposed state-wide prohibition by this time.
