Roman Catholic AnswerThe Church doesn't marry people, the husband and wife marry each other. The Church just stands as witness, and through the priest or deacon extends Her blessing on the couple:

from The Catechism of the Catholic Church, second edition, English translation 1994

1623 According to the Latin tradition, the spouses as ministers of Christ's grace mutually confer upon each other the sacrament of Matrimony by expressing their consent before the Church. In the traditions of the Eastern Churches, the priests (bishops or presbyters) are witnesses to the mutual consent given by the spouses, (Cf. Corpus Canonum Ecclesiarum Orientalium, can. 817 but for the validity of the sacrament their blessing is also necessary. (cf. CCEO, can 828.)

This is, however, one of the sacraments established by Jesus Christ, so, of course, the Church has been extending this from the very beginning.

Up until the fourth century, Christians did not get married in a church. The sacrament of marriage was considered the consummation of the marriage, not a particular religious ritual. Even then, change occurred slowly, as the Church began to encourage church weddings, but recognised and accepted marriages without a church wedding.

Who was the first person to get married on the Eiffel tower?

There can be no such person. For a start, think about it, there would be two of them; secondly, civil marriages in France are performed in Town Halls, religious ones in churches. There are no exceptions. Of course, lots of people then drive to the Tour Eiffel or a beauty spot for the photographs.
