The court didn't say exactly when schools had to integrate.
It wasn't an amendment, but a ruling by the Supreme Court in 1957. It was the Brown v Board of education. It ruled that segregation was illegal and that "separate but equal " wasn't equality.
In the U.S. public schools are free and non public (private) schools are not. In Great Britain, some schools we in the U.S. would call private schools are called public schools.
