All countries in the South Pacific has the Southern Cross on them. The Star of Federation is not a "Real" star it is symbol. Each point represents a state in Australia (Australia has 6 states) and 1 point to represent Australia's territories (Australia has 7 territories).

New Zealand was intially involved in joining the Federation but decided for various reasons not to join. Although New Zealand chose not to take any further part in the federation process after preliminary discussions, their representatives primary success was to ensure that New Zealand could, at any time she pleases, enter into the Commonwealth of Australia as a State without the need for approval from the other States. It is for this reason that New Zealand is included within section 6 of the Preamble to the Australian Constitution. The reference to New Zealand joining at a later stage still remains to this day in the Preamble of the Australian Constitution. "The States" shall mean such of the colonies of New South Wales, New Zealand, Queensland, Tasmania, Victoria, Western Australia, and South Australia, including the northern territory of South Australia, as for the time being are parts of the Commonwealth, and such colonies or territories as may be admitted into or established by the Commonwealth as States; and each of such parts of the Commonwealth shall be called "a State".
Australia's last referendum was on 6 November 1999. It was held to determine whether or not Australia should become a republic. All six states voted against the proposal, with the "no" votes leading 54.87% to 45.13%.
The governments from the 6 colonies basically held a summit where they agreed to hold referenda on the issue of Federation. With the exception of Western Australia, they all agreed to federate. Once WA had agreed to join, the constitution was tied up, and the necessary legislation sent back for Britain for Queen Vicky to sign.
