Even after the House and Senate pass a bill, the President has a chance to accept or reject it.
The bill is currently waiting for approval in the Senate. It has until February 26th until it dies. Senator Linda Frum has opposed the bill, and if no one else discusses it or votes on it, it will quietly go away.

Absolutely! The Senate of Canada can not only delay bills, but it can also make any amendments it so chooses, or it can defeat a bill entirely. The House of Commons has no way to pass a bill without the agreement of the Senate. (The only exception is for some types of constitutional amendments, where the Senate has only a suspensive veto of 180 days.)
It depends which country you are referring to, bur generally the prime minister has no power of veto and cannot reject a bill.
