In 1864, the Confederacy created laws to regulate cargo space on blockade running vessels. At least one half of cargo space was reserved for government supplies. The reaming space could be used for private commercial purposes.

Judged from the title, no. actual French title is the forcers of the Blockade- or those who defied the Blockade., Sounds like a straight Civil War novel. Blockade Runners were used for logistics transport by the Confederacy and this was, as one can guess, a risky business. my guess a straight naval adventure yarn.

Some southern blockade runners also took the overland route, through Texas and on to Mexican ports, which were not subject to the blockade. However, after the Battle of Vicksburg, the Union controlled the entirety of the Mississippi River, cutting off the flow of goods into Texas from the rest of the Confederacy.
