By December of 1861, Radical Republicans and even some Democrats were dissatisfied with the way the US Civil War was being conducted. That month the US Congress created the Joint Committee on the Conduct of the War.
The mission of the committee was to persuade Americans that the war represented a battle for democracy and freedom. George Creel was the head of this propaganda agency. THE COMMITTEE WAS TO IMPROVE AMERICANS ENCOURAGE AND PUSH THEM INTO ENTERING THE WAR!

Senator Zachariah Chandler was the chairman of the Joint Committee on the Conduct of the War. Chandler was a Radical Republican who used the Committee to undermine Lincoln's war policies. They also harassed Union generals and members of Lincoln'e administration. In its time the Committee was the greatest threat to the political stability of the Union.
Radical Republicans who were dissatisfied by the way the Lincoln administration was pursuing the Union's war efforts formed the Congressional Joint Committee on the Conduct of the War. This committee was formed in December of 1861. The Committee's investigations on the Union's war efforts caused fury and controversy throughout the the war. It impacted, for example, Lincoln's selection of political appointees to generalships.
An example of a joint committee is: Say if the Transportation committee wants a new road the taxes committee will have to work with the Transportation committee to make sure that the new road will be in the budget. News of the Sand Creek massacre outraged many citizens in the east. Since the massacre took place during the US Civil War, the Joint Committee on the Conduct of the War investigated the incident.

The Committee was a radical Republican group that basically sought to embarrass the Lincoln administration. In the case of Brigadier General Charles P. Stone, there actions were unconstitutional or worse.Stone was held directly responsible for the Ball's Bluff military event that cost Union soldiers lives.Stanton helped by arresting Stone two weeks after he took office. The Committee had been investigating Stone and he was thrown in jail for 189 days with no trial in sight. They claimed that Stone was a Southern sympathizer and purposely forced the deaths of his men. He was finally released and no charges were made.As an aside, Stone became the chief engineer for the pedestal of the Statue of Liberty.
