The Soviet Union had no authority over either the Moon or the United States. It was not for them to "allow" anything. We went when we we darn well felt like it and were ready. The first landing was July 20, 1969.

∙ 14y agoAs far as is known to the public, no Russian cosmonauts have orbited the moon or landed on it. The only spacecraft to have carried human beings more than a few hundred miles above the surface were those of the US' Mercury and Apollo programs.
