The U.S. Mint has never made $10 bills. The Mint only makes coins.

All bills are currently made by the Bureau of Engraving and Printing, but the Treasury Department issued bill before the BEP was formally established. The first Federal $10 bill was a so-called "demand note" printed in 1861.
