The second original Star Wars movie which was entitled 'The Empire Strikes Back' was released in 1980. It was later entitled Episode V when movies which featured storylines predating the first Star Wars movie were made.
Because they made Episodes 4-6 (A New Hope, Empire Strikes Back, Return of the Jedi) first, I believe without the intention of making 1-3, but then they decided to come back and explain the beginning of the story, and it wouldn't make much more sense to have 'Phantom Menace' as episode 4. Logically, they simply reordered the movies. Hope I helped!
