Because they made Episodes 4-6 (A New Hope, Empire Strikes Back, Return of the Jedi) first, I believe without the intention of making 1-3, but then they decided to come back and explain the beginning of the story, and it wouldn't make much more sense to have 'Phantom Menace' as episode 4. Logically, they simply reordered the movies.
