Growth of urban population in Russia has been increased significantly at the end of 20 -30 years. First, the industrialization of the country and forced the introduction of collective farms in the village. The passports are not issued to the collective farmers, and a collective farmer were allowed to be away from kolkhoz only for a single certificate issued by the chairman of a collective farm, stating the purpose and duration of absences (but not more than 30 days). So they were even more " fortress " (serf) than under the tsars . The growth of the outflow of people from village to town has restrained due to absence of passports. The peasants didn`t have passports at all. In fact, they were serfs . The could not leave the farms. In 1976, it was allowed to issue passports to farmers and the migration of people has increased sharply from farms to cities. That continues to this day. The bulk of the people now go to Moscow and St. Petersburg .
