I got my first tattoo a few months after I turned 18 and could actually go without a guardian. While this is the legal minimum age for signing consent to get a tattoo done in my state, I don't recommend to most people that they get it at this age. My first piece is the only one I've covered up with another, because my life has changed so drastically from when I was a hormonal idiot who thought he could take on the world.
As for your sister, 12 is a horribly young age to even begin thinking about getting a tattoo. Not only would a 12-year-old probably choose something they would end up hating later in life, but she is probably nowhere near close to done growing and her skin is going to stretch, destroying the tattoo anyways. Any respectable tattoo artist would refuse this job, especially because it is completely illegal in 15 of the 50 states.
According to the law, you're supposed to be 18 years old to get one. I believe that if you're younger than 18, you must have a parent with you when you get it.
If you are spending all your money on tattoos and constantly thinking what is the next tatoo you'll get, and it is interfering with other aspects of your life, then you have an abnormal obsession with getting tattoos.

The positive things about getting tattoos are majorly about personal freedom and self expression. Tattoos are not to be chosen lightly. Some believe that tattoos are earned with the "pain" that comes a long with them. Others believe that tattoos are an expression of self that can be shown on the skin.

Yes tattoos can hurt. Tattoos can feel like a bad sun burn for a few day after you get one. Also some areas of the body can be more sensitive to tattoos then others.
