When you go through the Marian Reform, basically all of your units get transormed into more powerful versions (such as the Urban Cohort), and you cannot train any more of the previous type of units, (such as Hastati). I dont remember exactly when the reform is though. It's kind of a global event.

man for man the space marines are stronger, they are augmented, generaly fielded with some form of power armor, and have many hundreds of years of combat experience, while an imperial guardsman is armored with light flak armor and issued only a lasgun. however the imperial guard gains strength through superior numbers, and massively powerfull and numerous armored vehicles. the imperial guardsmen in the universe outnumber the space marines several hundred thousand to one. however in one on one combat an individual space marine would almost certinly be more powerfull, on the other hand in battalion level combat the guard may be better prepared
