I feed my horses hay every morning and night. Depending on the weight of the hay, I give two flakes in the morning, and two flakes at night to my arabs with a qt. of oats at night also. I give my OTTB three flakes of hay in the morning with 2 qt. of oats, and same at night.
Horses should have some type of forage such as hay or grass in front of them at all times. You can buy and use a slow feed style hay net which will help slow down the horses eating and allow them access to food at all times. You should also feed by bodyweight 1% to 3%, feeding by the flake and scoop method is incorrect and doesn't provide the needed nutrients in the right amounts. Using the slow feed method also helps to prevent ulcers, stable vices, and other undesirable behaviours.

Yes, you can feed a horse wet hay as long as the hay is completely free of mold and/or maggots. Feeding a horse moldy hay can cause colic, and be fatal. Make sure all hay left out is covered with a tarp, and even check that hay. Runninghorse
Depends on what kind of feed you feed them. If it's just hay and grain, no. Moldy, dusty hay isn't good for horses, but it won't kill them, it'll just make them a bit sick.
