You move them forward an hour to change from Standard Time to Daylight Saving Time in the Spring. You move them back an hour to go from Daylight Saving Time to Standard Time in the fall. The saying to remember this by is "Spring forward. Fall back"

No. Hawaii has it's own time zone. We are two hours earlier than Pacific time and have no daylight savings. When time changes on the mainland to accomodate daylight savings Hawaii does not change time. Thus we are always either 2 or 3 hours earlier than California, depending on whether or not daylight savings is in effect elsewhere.

The majority of Arizona does not observe Daylight Savings Time and so they would remain on Mountain Standard Time year around. However, there are some areas of Northeastern Arizona that do change to Daylight Savings Time and that would make them one hour ahead of the rest of Arizona for that summer season until they change back in the fall and they are then together with the rest of the state again, back on Mountain Standard Time.

Ben Franklin was the first to propose to save the use of candles by getting up earlier in the morning to make use of sunlight, but the US did not implement Daylight Saving Time until WWI. It was to help conserve energy resources for the war. The schedule for DST has changed many times in the US. The last change was made in 2007.
