When their own discretion dictates it. There is no "quota" for citations which have to be issued. I can think of a good number of times that I probably would've given a simple warning, if it hadn't been for the actions of the person I pulled over. Some motorists simply bring it on themselves when they receive citations rather than warnings.

Can you get in trouble for your speedometer not working?

Yes, they are more likely to just give you a warning though. Please go at a speed you know for sure isn't going over if you absolutely have to drive that vehicle. Get it fixed as soon as you can to avoid speeding tickets!

In the state of Minnesota are speeding tickets under 10 mph now reported to car insurance companies?

In most state's, there is a point system that is used to determine if your insurance rate will go up from a speeding ticket. In the state of Minnesota, they do not use the point system. They will suspend or revoke a license depending on the circumstances. All tickets that are given are on your driving record, unless it is a parking ticket or a license plate warning or something minor like that. Therefore, an insurance company will have access to that information.

Are cops supposed to give you a warning before signing you a speeding ticket and being your first time they should write you a warning?

The warning was on the speed limit sign you blew by. There is no requirement for the officer to let you off on your first ticket.

Do traffic warnings such as a written warning for speeding remain on your permanent record or are they kept track of in some way?

A written warning is usually kept as a copy in a file at the police department. There is no record of this on your permanent record.

Are security officers required to issue a Miranda warning?

The Miranda Warning is only issued by a commissioned Law Enforcement Officer. If by "Security Officer", you mean a private security guard, then no, they are never required to issue a Miranda Warning.

Do written warnings show up on your driving record?

From my experience, it will not go into your DMV record, but it will go into the police database. I've gotten a written warning, for a tail light which was displaying white light which I was pulled over 3 days earlier and just verbally alerted about. The verbal warning was issued when I was pulled over directly across the street from my work place at the end of the shift to document where I was that day. The written warning was issued when I was going home after work. From my experience, it goes: Warning ==> Written warning ==> Fix it ticket. Keep your vehicle in operable condition. It never appeared on my driving record, but apparently it was in the police database. (At least, that's what I can logically conclude.)

What is the typical punishment for a person caught speeding?

There are a number of punishments that can be given to a person caught speeding depending on the amount of speed in excess of the speed limit. Occasionally one will get away with a warning, but the majority of the time one is issued a speeding ticket at a fee that is related to how much over the speed limit the driver was going.

Warning tickets in North Carolina?

Many agencies use warning tickets for minor violations of traffic laws or vehicle equipment violations. If it is an equipment violation, there is usually a grace period that the operator must show proof of getting item fixed, or the issuing officer will seek out a criminal summons.
