Pretty much any time your not in stop and go traffic or towing. The newer automatics control it all any way so you won't even have to worry about it. Most do have an off or towing button to turn it off so you don't lug the motor.
If it's a manual trany then use your head mainly, you don't want to lug the motor putt putting around town. It should say in the manual for suggested speeds and conditions.
