Speak to Booker (as I recall) and ask him about anything new; he should mention a passing NPC such as Shrunk, Sahara, Wendell, etc.
Dr. Shrunk will only visit through the week, never on weekends.

∙ 14y agoDr. Shrunk is some type of pink, curly-haired creature with buck teeth and "groovy" outfits consisting of circle and swirly-printed shirts with dark bow ties. In Wild World he appears randomly and gives out advice depending on your mood. In City Folk Dr. Shrunk owns a marquee theatre in the city. Pay 800 Bells to see one of his thirty-second (and stupid) shows where he talks depending on the mood of show you chose to view. After the show is over (which is pretty snappy) you are given the emotion in the Keyboard feature.

∙ 14y agoDr. Shrunk comes one day between Monday-Friday, from 6:00 A.M. to 6:00 P.M. He is in a random location in your town, so look carefully. He does not come every week.

I don't think there is a code for that, unfortunately. Since Dr. Shrunk is programmed into the game to come whenever he pleases, AR cannot change it. :(
