Fritz Pfeffer was the dentist in the secret annex. But in the book, "The Diary of Anne Frank" he was known as Mr. Dussell. He left Germany in December of 1938 for the Netherlands. In mid November of 1942 he becomes the eighth occupant of the annex. On December 20 of 1944 (about 4 months after being discovered by the Nazis) he died in Neuengamme.
Fritz Pfeffer (also known as Mr. Dussel) was a dentist and a friend of Orro Frank. He was the last person to permanently join the annex.
These were made mostly by Otto Frank, and given verbally to all of the residents of the Annex. But they were were written down by Mr. van Pels in a humorous way and given to Fritz Pfeffer when he came to live with them. Anne copied the rules into her diary.

Given her parent's insistence upon good manners, she would have called him "Mr. Pfeffer" of "Dr. Pfeffer". When she came up with pseudonyms for all those in the annex (not used past the first editions of the diary in publication) she gave his the pseudonym "Dr. Dussel" German for "Dr. Jerk".

Inhabitants who lived in the secret annex were Anne Frank, Otto Frank, Edith Frank, Margot Frank, Hermann van Pels, Auguste van Pels, Peter van Pels, and Fritz Pfeffer. Sadly, all of them except Otto Frank died in captivity during the Holocaust.
