No. The Wii U will have the Wii U GamePad (tablet) and it will come with another console. You cannot use your old Wii with the Wii U. You need to use the new Wii that is included in the package.
Where do you get Wii points from?
Either from target or the wii store of the wii itself. Scratch cards that come with new games can redeemed for points - see the Nintendo website (i think the address is also on the cards that come with the games)

Nintendo has announced that New Super Mario Bros. Wii will be coming out in holiday 2009, so around christmas.
