It is not a primary election. A national party convention is an election convention in which delegates from the 50 states cast their votes in support of the new nominee. This event usually takes place after the primary elections and is considered the beginning of the campaign for the general election. There was a time when these conventions were important in choosing a nominee. Today presidential nominees are usually known months ahead of a national convention.
For many years, the national convention nominated the candidates for President and Vice President. They also wrote a platform and elected the officers of the national organization. Recently, the presidential nomination have been decided by primary election before the convention and the presidential nominee has been allowed to name the candidate for Vice President. Therefore, the national convention has become mostly a political rally to kick off the presidential campaign. They do still have a platform, but it is rarely of importance to the campaign and rarely folllowed by the new President.
In the US, candidates for the presidential election are called "conventions". This is a group of delegates from each state that votes on the candidate that will represent their respective party;s nominee. Normally, a convention will renominate a sitting president to be the candidate for the upcoming presidential election, provided that this individual has not been president for the preceding eight years.
Hubert Humphrey was nominated in 1968 at the Chicago Convention that provoked much protest from anti-war activists.
The VP candidate is chosen by a vote of the delegates after they choose the presidential candidates. In recent years the presidential nominee has told the convention whom he wants and the convention has acceded to his choice. However this was not always the case and may not be the case in future.
