Knoxville has a curfew for all minors under the age of eighteen. The text of the code is as follows:
Sec. 19-213. - Curfew.
(a)
Except as provided in subsection (b) of this section, a child who has not reached his eighteenth birthday shall not loiter, idle, wander or play in or upon the public streets, highways, alleys, parks, playgrounds, schools or public grounds, public places, public buildings, places of amusement and entertainment, vacant lots or other unsupervised places between the hours of 12:00 a.m. and 5:00 a.m. This prohibition shall not apply to a child exercising rights protected by the First Amendment of the United States Constitution, such as the free exercise of religion, freedom of speech and the right of assembly.
(b)
There shall be a defense to prosecution under this section for:
(1)
A child accompanied by a parent or guardian or other adult person who has been delegated care and custody of the child by the parent or guardian.
(2)
A child upon an emergency errand or legitimate business directed by his parent or guardian or other adult person who has been delegated care and custody of the child by the parent or guardian.
(3)
A child in the process of going to or returning home from lawful employment.
(4)
A child traveling through the city in the course of interstate travel.
(5)
A child attending or returning from a school or social function for which he has written permission in his possession from his parent or guardian. The written permission shall be specific as to the date, time and place for which it is effective.
(6)
A child on the sidewalk in front of his residence or the residence of a next-door neighbor, unless there has been a disturbance reported in connection with the minor's presence.
