In the Hunger Games, Katniss comes across the two tributes from District 11. Their names are Rue and Thresh. These are the only people we meet from District 11.

No -- After the Dark Days, District 13 was moved underground after an agreement between them and the Capitol. As a result, since the world thought that District 13 had been completely destroyed, District 13 didn't take part in any of the Hunger Games.

District 13 is no longer involved in the hunger games. Or anything at all for that matter. When the districts rebelled against the Capitol, district 13 was totally obliterated *SPOILER ALERT* in the third book, you find out that district 13 has been living safely underground plotting against the Capitol.
I assume you mean in the Hunger Games. Answer: No there is not, the Capitol destroyed District 13 to prove their power.
District 13 actually has two occupations. The Capitol told everyone that their industry was graphite, and that their citizens were graphite miners. The Capitol did not mention, however, that District 13 also supplied them with nuclear weapons. So District 13's occupations are graphite mining and nuclear weaponry.
In catching fire peeta is not caught by district 13. you must be confusing catching fire with mockingjay because in Mockingjay, district 13 gets peeta in mockingjay.
Two people from District 8, Bonnie and Twill, escaped during one of the uprisings and informed Katniss of the theory that District 13 still existed.
