According to the Wikipedia page for New York City, February is the snowiest month, with an average snowfall of 8.4 inches (21.3 centimeters), but January is a pretty close second, with an average snowfall of 7.5 inches (19.1 centimeters).

big snow storms normal starts to come around december 20th to january 20th. But, there is still a chance for a white Christmas, look what happened a few years ago, we got almost two feet of snow before christmas and then almost five more big storms. My guess is that we will have about 1-2 inches of snow on the ground for christmas, then we will get our big snow storm after christmas.

There's a pretty good chance of getting snow from later in November through March. It certainly isn't unheard of to get a little in April or even in late October.
