Once you buy so much stuff from one of Tom's stores (there are a total of 3 possible upgrades from the first store)he will tell you that he will be upgradeing the store and it will be changed the next day.Once you get to Nookington's the final upgrade he will occasionly ask you about it once a month.Your answers can revert the store to a previous level.Here are the answers:
