When does the sign outside of Barnes Bombs read 'occasional holidays' in Twilight Princess?

It is possible that there was a planned event that was scrapped before release, or it is there simply as a reference to past games' events (such as Majora's Mask's Carnival of Time on the fourth day). There are no 'occasional holidays' during Twilight Princess, so it could simply mean Barnes' business closes on Hylian holidays that aren't currently known in the Zelda fanbase.

There are no events like this outside of the storyline in Twilight Princess- it could be an easter egg referencing the Carnival of Time from Majora's Mask.

No. If she wants to sit there there is nothing you can do to get rid of her. However she is invisible outside the Twilight Realm (But I think you can still see her shadow)

In Twilight Princess, like most Zelda games, you are not able to save after defeating the final boss. This allows you to go back and complete any side quests you want and/or beat the boss again if you'd like.
