you have to go to kakarikio village and talk to the goron outside of malo mart then do the mission of bringing water to castle town then once complete talk to the goron selling springwater outside telmas bar then take it to the goron at the blocked path
there is no gold wolf on the pillar like it seems, he is really just over the side of the rail on the right side of the front entrance to castle town
