I suggest you to check whenever you have time like when the car in front of you is slow, when you are waiting for traffic lights, or when turning the car.
No they should not as if they do there will be reckless driving more often even though the driving age has been lowered

You should indeed check your mirrors every 8-10 seconds to see everything happening around you but there is no way to adjust the mirrors to eliminate the blind spot. You need special mirrors to eliminate the blind spot.

You should lube the ball joints at every oil change, or every 2500-3000 miles. If your driving habits reguire you to drive in mud or a lot of water (snow) ect... you may want to check and lube them more often. you should lube all grease fittings often.
