No. Depending on the job, you can be hired in at a higher level if your experience or education suggests that you will be more productive from the first day. Remember, the employer is hiring you to do a job. You have to add enough to the revenue of the company to justify them paying your salary. If you are more productive, if you make the company more profitable, they can afford to pay you more.
