Hi You don't state what kind of car it is, my guess is that it is a vauxhall corsa B ? If so the Power Steering is electric on the later models, I have seen this problem a few times before and replacement fixed it. The only problem is you need a small mortgage to buy one.

If its a right hand vehicle, its on the bottom right of the steering, Take the small cover out form the bottom and its there. If its a right hand vehicle, its on the bottom right of the steering, Take the small cover out form the bottom and its there.

Find the power steering fluid canal, make sure you read the cap label that specifies Power Steering Fluid. Pour contents to specified fluid level. You may find the Power Steering Fluid canal on the right side of your radiator block.

The frame serial is stamped on the right hand of the steering head. The vin number is on the left hand side of the steering head.

Auto Repair AnswerIt will be the universal joint on the steering column drying out. You will find it behind the engine on drivers side. Locate it, then spray with WD40 or similar. Worked on mine that sounds like your power steering pump is not working. or the piston inside the rack and pinion has a very heavy leak.(internal leak) . have it check professionally. if you have electronic control steering then look at the owners manual and check for the fuse location.check it.
To adjust the brightness of the display you should find a wheel control the same as the headlamp adjuster right next to the said adjuster. You will find it forward of your right knee to the right of the steering column on the dash.
