Most taxpayers will receive two notices from the IRS. The first general notice from the IRS will explain the tax rebate (payment) program. The second notice will confirm the recipient's eligibility, payment amount and the approximate timetable for the rebate (payment). Taxpayers will need to save the second notice to assist them when they prepare their 2008 tax return next year.
Taxpayers choosing Direct Deposit on their 2007 tax returns can expect their banks to start receiving their tax rebate payments starting April 28, May 2 and May 16, provided their returns were received and processed by April 15, 2008.
For those taxpayers not choosing Direct Deposit on their federal returns, but which were received and processed by April 15, paper checks will be in the mail starting May 9, with the initial mailings completed by or around July 11, 2008.

You do not pay taxes on a federal tax refund from the IRS unless they sent your refund late and paid you interest on the amount due to you. You would have received a 1099 from the IRS which shows the interest paid to you.

I called and spoke with an IRS customer service representative. She told me because the direct deposit account information I submitted was incorrect the IRS received the funds back and a paper check will be sent out to me. So for me 9001 meant I will be receiving a paper check from the IRS with my 2011 refund on it.
